Phalla Phan joined with the Ministry of Economy and Finance and the Supreme National Economy Council in 2004. He has engaged actively in the development of Financial Management Information System, Public Financial Management Reform Program, Formulation of National and Sectoral Strategic Plans, Revenue Mobilization Strategy and ASEAN’s affairs. He is currently Member of the Supreme National Economic Council and Secretary of State at Ministry of Economy and Finance. He earned his Ph.D. in Economics from Australia.

Dr. In Channy is President & Group Managing Director of ACLEDA Bank Plc., a position he has held since it was established as a bank in 2000. He became a member of the Board of Directors of ACLEDA Bank Plc. in August 2014. He was one of the founders of the Association of Cambodian Local Economic Develop-ment Agencies (ACLEDA) in January 1993. He is also Chairman of ACLEDA Bank Lao Ltd. and ACLEDA MFI Myanmar Co. Ltd., Shareholder Representative of ACLEDA Bank Lao Ltd., ACLEDA Securities Plc., ACLEDA Institute of Business, ACLEDA MFI Myanmar Co., Ltd. and the Chairman of ACLEDA Financial Trust.
Outside ACLEDA Bank, he is one the board members of Entrepreneurship Development Fund (EDF). He also represents ACLEDA Bank Plc. as one of the members of the World Economic Forum.
He completed an Executive Course on Financial Institutions for Private Enter-prise Development (FIPED) at Harvard University, USA in 1998. He holds a Doc-torate of Business Administration and is also a Graduate of the Australian Insti-tute of Company Directors (GAICD).

Mr. Sok Voeun, Chief Executive Officer, obtained his Master’s Degree of Business Administration, majoring in Finance and Banking at Build Bright University in Cambodia in 2005. He received a Bachelor’s Degree of Economic Science in Management of Enterprise at the former Faculty of Law and Economics in 2000. He has attended microfinance training programs at the Boulder Institute of Microfinance in Italy, and other pertinent trainings in the United States, South Africa, India, Bangladesh and Thailand. He has also participated in trainings in Cambodia on credit management, financial management, human resource management, risk management, good governance and leadership, among others. He served in ACLEDA Bank Plc. as Credit Officer from 2000-2001 and he was promoted to Head of Credit Control Unit in Head Office from 2001 to 2005. From 2005 to 2010, he was the Operations Manager in SATHAPANA Ltd. (MFI) in charge of day-to-day operations which included managing loans, savings, money transfer transactions and market expansion. He started working for LOLC as Chief Operations Officer in April 2010 and he was promoted to be Deputy Chief Executive Officer in December 2012. Currently, he is Chief Executive Officer as appointed by Board of Directors effective from June 1st, 2014.

Remi a graduate of La Sierra University with a degree on International Business is an entrepreneur & investor who has multi-industry experience in the sectors of banking and financial services, travel and tourism, and lastly fast-moving consumer goods (FMCG) personal care products. Remi started his career with Bank of America which is one of the prominent global financial services company that was the first to offer coast-to-coast banking in the U.S. Currently, Remi is serving as IPay88s Managing Director and is responsible for its growth and presence in Cambodia for over the past 3 years. Remi before his appointment of CAFT Chairman served as its Board Treasurer since 2019 when it was first founded.

Mr. Heng Koy is currently the General Manager of the Association of Banks in Cambodia (ABC). He graduated a master degree in Development Management and he trained as an Entrepreneur. He has more than 8-year experience in leadership and management roles and he also experience as Government Counterpart/Technical Advisor to Government/Ministries in multiple sectors included banking, health, education/training, social-enterprise business development and vocational/skills development.
