Trade Finance Officer at IFC - International Finance

Jinchang Lai is currently a Principal Operations Officer of the Financial Institutions Group, Asia & Pacific, International Finance Corporation (IFC), World Bank Group. He was previously a Lead Financial Sector Specialist and Lead for Financial Infrastructure, East Asia & Pacific; and Head of IFC Chengdu Office and Deputy General Manager of IFC Advisory Services for China and Mongolia. Before 2002, he managed the Private Sector Investment Operations Division in the African Development Bank; and successively worked as Senior Country Economist, Principal Program Coordinator, Special Assistant to VP Operations, and Chief Investment Officer in the Bank during 1992-2000. He was also appointed as a Board member in a regional bank and in a Pan-Africa SME support facility. Prior to 1992, he was with the People’s Bank of China as a Research Officer and Section Head. He has more than 33 years’ experience in financial services, private sector investment, and policy reforms in both Asia and Africa. During 2011-16, he was a Board member of the largest MFI in China. In recent years, he has actively supported APEC agenda on financial infrastructure reform, trade & supply chain finance and Fintech market development. He is currently one of the leaders of the Asia-Pacific Financial Infrastructure Development Network (FIDN).

Lee Kheng Leong acquired his factoring knowledge through training
attachment with factoring companies in the US and UK in 1984. Upon his return he set up DBS Factors which focus on providing financing to SME. When DBS Factors was absorbed into DBS in 2001 he set up factoring in DBS and subsequently became the head of DBS regional factoring which provided factoring from SME to large corporates in Asia. In 2012 he became the MD of Bibby Financial Services Singapore a subsidiary of Bibby Financial Services UK which is the world’s largest independent factoring group. In 2015 he joined FCI as its Asia Chapter Director. As the Asia Chapter Director, he travelled widely in Asia to provide training as well as to create awareness of factoring in the emerging countries of Asia. In 2020 he was appointed as the Asia Pacific Representative of HPD LendScape of UK, the world’s leading asset-based lending, factoring and SCF software platform. Prior to becoming the Asia Chapter of FCI he was very active in FCI and was a member of the marketing and education committee.

Lien has 25 year experience working in banking sector in Vietnam, including 8 years with IFC. Being the only trade finance officer of IFC in EAP, Lien takes responsibility in IFC investment in trade in multiple countries like Vietnam, Cambodia, Myanmar, Mongolia, Thailand, Indonesia and the Pacific. Prior to joining IFC, Lien worked in Techcombank as Deputy Head of Transaction Banking Division for 3 years. In this capacity she has coordinated with McKinsey to set up the Transaction Banking division and promoted transaction banking solutions (cash management and trade finance) among Techcombank 309 branches through direct and indirect sales. Her main responsibility is to build up and lead sales and implementation team for the North and Center Region with focus on selling supplier chain financing solutions. She also spent time to assist the product team to create customized trade products and solutions to tailor the needs of specific segments, which included distributor financing and supplier financing scheme. Prior to Techcombank, Lien worked for Maybank (5 years), Citibank (7 years) and Deutsche Bank (2 years) covering different positions within Corporate Banking Group, such as Relationship Manager, Trade Sales, Trade Product, Securities Market Specialist.
