With a new Prakas on Requirements for Banking and Financial Institutions Operating Bancassurance, recently issued by the National Bank of Cambodia, together with existing regulations relating to insurance agent business, these give a clear framework for the bancassurance operations in Cambodia.
• Sharing the concept and operation of the business partnership between Insurer and Bank/MFI in selling insurance products to customers.
• This will give participants from both insurance companies and banks/MFIs better understanding on the requirements for conducting bancassurance business
• Give more insightful information to the participants from banks/MFIs on the conduct of insurance agent business.

Dr. In Channy is the Chairman of The Association of Banks in Cambodia (ABC) and President & Group Managing Director of ACLEDA Bank Plc., a position he has held since it was established as a bank in 2000. He became a member of the Board of Directors of ACLEDA Bank Plc. in August 2014. He was one of the founders of the Association of Cambodian Local Economic Development Agencies (ACLEDA) in January 1993. He is also Chairman of ACLEDA Bank Lao Ltd. and ACLEDA MFI Myanmar Co. Mr. Kea Borann has been the Chairman of Cambodia Microfinance Association since 2018 and the CEO of AMK since 2012. He has joint AMK since 2004 and hold various leadership roles throughout the development of the organization such as Finance Manager, Chief Finance Officer and Deputy CEO. Before joining AMK, he was a Finance Director for another MFI.
Borann received ACCA (Association of Chartered Certified Accountants) accreditation and was accepted as an ACCA member in 2008. He also holds a BBA in Finance and Accounting.

Mr. Huy Vatharo is appointed as Managing Director of the Cambodian Reinsurance Company “Cambodia Re” and takes chairmanship of the Insurance Association of Cambodia (IAC) since 2014. He started his insurance career with regulatory body. Before joining the insurance industry, he was involved deeply in the establishment of the first ever securities market in Cambodia. With over 22 years of experiences in various works in both public and private sectors in the non-banking financial industry, he has made relentless efforts, in his capacity as the management of Cambodia Re and Chairman of IAC, to contribute to the promotion and development of insurance market in Cambodia.

Mr. KITH Sovannarith is 1st Deputy Director of General of Banking Supervision, National Bank of Cambodia. Currently, there are two departments – Onsite Supervision Department and Legal Department under his responsibility. Chronologically, he started his career as Head of Middle Office of Exchange Management Department of National Bank of Cambodia in 2011. From 2011 to 2013, he worked as Advisor to Executive Director of South East Asia Voting Group of International Monetary Fund based in Washington DC. After returning from IMF, he was assigned to be a Deputy Director of Onsite Supervision of National Bank of Cambodia in 2013 and it did not take him long for another promotion to be a Director of Onsite Supervision Department. Due to his effort putting on work, he was promoted to be Deputy Director General of Banking Supervision in 2019.
Mr. KITH Sovannarith has Bachelor of Commerce in Economics and Finance form Deakin University, Melbourne, Australia and Master of Science in Professional Banking and Finance from University of Luxembourg, Luxembourg. Prior to these, He had foundation study in Deakin University of Melbourne.

Sythan Prou is the elected inaugural Chairman of the IAC’s Education Committee for 2021-2024 term. He has played an important role in the formulation and implementation of the insurance education related activities and public awareness of the whole industry.
He has a blend of corporate, regulatory and academic work for about 20 years. He joined Manulife during its setup stage in early 2012 and sits in Manulife Cambodia’s Executive Leadership Team since then. His key portfolios include legal, government liaison, advocacy and compliance affairs plus business development. He is the first chief in-house counsel and compliance officer in the insurance sector. He was a career civil servant for about 10 years before joining Manulife.
As a licensed lawyer, Sythan is a member of Corporate Law Committee of the Bar Association of the Kingdom of Cambodia. He teaches insurance law in international master program of Royal University of Law and Economics. His articles on insurance and business law were published by the International Bar Association in 2021 and 2015 and Cambodia’s Bar Association in 2018. He is a regular speaker and judge in international law conferences and moot courts. Since 2015, he has been a Vice President of JICA Alumni of Cambodia (association of ex trainees from Japan).
He has received many accolades in his career. These include a prestigious “40 Under 40” of Asian Legal Business (Thomson Reuters) for Asia’s young and bright lawyers, Royal Order of the Kingdom of Cambodia – Mohasena/Grand Officer and Manulife Asia’s Star of Excellence. He appeared multiple times on popular TV talk shows focusing on insurance and business law.

Mr. Em Kamnan joined the National Bank of Cambodia in late 1999 as an off-site supervisor, and then he subsequently moved to on-site supervision Division and MFI’s supervision Division before he was transferred to Legal Department within General Directorate of Banking Supervision in 2011. Currently he is the Director of legal department which was renamed as Regulatory Policy and Risk Assessment Department in late 2020. His job mainly involves in formulating regulatory policy and prudential regulations for banking and financial institutions. He is also in charge of licensing, liquidation and assessment of banks and financial institutions. He obtained a Master’s Degree of Business in banking and finance from Monash University, Australia in 2010.

Mr. VAR Vichea is a senior official of the Insurance Regulator of Cambodia, Non-Banking Financial Services Authority of Cambodia, since 2017. He mainly works on researching and developing legal framework on insurance. Additionally, he provides legal advices on the insurance matters, especially contracts in the insurance products. He also involves in licensing and insurance dispute mediating.
He graduated from Nagoya University, Japan, with a Master’s Degree in Comparative Law (LL.M.) in 2016. He has also undergone various insurance trainings from overseas. He obtained Diploma in General Course in Non-Life Insurance in 2017 and Diploma in Advanced Course in Non-Life Insurance in 2019 from the Insurance School (Non-Life) of Japan.

H.E. Bou Chanphirou, with the promulgation of the Financial Services Authority (Non-Banking) in early 2021, was appointed to the inaugural Director General role of Insurance Regulator of Cambodia. He has progressive leadership career in government sector for 26 years. He had worked for the Ministry of Commerce from 1995 to 2002 as a trade-in-service negotiator in ASEAN. He joined the Ministry of Economy and Finance in 2002 and spent for nearly 20 years in insurance sector. He had leadership positions in regulating insurance and pension business in different capacities. Before taking up current position, he was Deputy Director General in charge of insurance of the Financial Industry General Department, Ministry of Economy and Finance.
He has played instrumental role in the process to give birth to life insurance and microinsurance about 10 years ago. Industry leaders often regard him as one of key decision makers in supporting and witnessing exponential growth of the insurance sector over the last decades. He has unique skills of balancing the industry growth and consumer protection in sustainable manners.
H.E. Bou Chanphirou received his BBA majored in commerce from Faculty of Business (currently NUM) and his MBA specialized in Finance from University of Technology Sydney (UTS), Australia. He also holds Bachelor of Arts in English from a prestigious Institute of Foreign Languages.
